We suggest that outflow and thereby generated holes in the neutral phase of the interstellar medium through which ionizing photons can escape are important features of active nuclei. The starburst galaxies NGC 2782 and NGC 253 reveal outflow of ionized shells at different stages. NGC 1365 and NGC 4151 provide examples for escape of ionizing photons through such cavities. However, the inhomogeneity of the interstellar medium also calls for the presence of cold gas that partially absorbs ionizing UV photons. We show that this latter component could distort the ionizing continuum of a nonthermal source in a way that large forbidden N II/H-alpha emission-line ratios as found in one region of NGC 1365 would be produced.
