In an effort to probe the physical conditions of damped Ly-alpha absorbers with the CTIO and KPNO 4-m telescopes, we have obtained moderate S/N (~50) RC Spectrograph CCD data at ~2 Angstroms resolution of several QSOs covering the lines of C II, Ni II, Zn II, and Cr II in the redshift range zabs~2-3. The fine-structure lines of C II are potential indicators of the physical conditions within the absorbing gas such as particle densities and radiation fields, while the weak Ni II, Zn II, and Cr II lines reflect the system metallicities and provide a measure of the amount of depletion due to dust. In the Galactic ISM, the excited-state (J=(3)/(2)) line of C II (lambda =1335.71 Angstroms) is commonly observed along with the ground-state (J=(1)/(2)) line (lambda =1334.53 Angstroms) where the most effective means of populating the upper state is through collisions with electrons.
