A formula has been derived which can be used to predict the microwave flux density from the icy grain halo of a new comet. This model can account for all of the radio continuum observations of comets made to date, provided the gas production rate, Z, is allowed to vary about its nominally accepted mean value by about a factor of 5. An implied consequence of this model is that the thermal radio emission arises from grains which are approximately a few cm in size, not 1 mm as given in earlier models.
