A simple model of galactic chemical evolution is developed which is based on a nonmonotonic variation of the rates of formation of stars of mass less than about 1 solar mass, and consequences of the inhibition of star formation are examined. General equations for chemical evolution with an inhibited star formation rate are derived under the assumption of instantaneous recycling, and specific results for metal abundance distributions are presented for the special case which leads to the simplest solution of the equations. The model is then applied to the chemical evolution of the Galactic spheroidal component and the solar neighborhood.
