The results of optical photometric and spectroscopic observations of the X-ray nova and black hole binary V404 Cygni are presented and discussed. The observations were obtained with a variety of telescopes, spectrographs, and direct imaging CCD cameras from May 1989 through June 1991. The mean brightness of V404 Cyg in the V--band is characterized by an outburst phase from May 1989 through mid--June 1989, a decline phase from mid--June 1989 through July 1990 in which the brightness is proportional to t({-0.9) +/- 0.1}, and a quiescent phase from July 1990 through the 1991 observations. Time resolved CCD photometry in the I--band obtained in quiescence reveals a periodic photometric modulation with an amplitude of 0.2 mag and a period commensurate with the 6.5--day spectroscopic period reported by Casares, Charles, and Naylor. The light curve consists of two equal maxima and two unequal minima per cycle and suggests that it is due to ellipsoidal variations of the secondary star. Evidence is also presented for a second periodic photometric modulation of unknown origin with a period of 0.180 +/- 0.001 days and amplitude 0.03 mag which is present in both the outburst and decline phases and in quiescence. Radial velocity studies of Hα emission give KX <= 35\ km\ s(-1) for periods =~ 6.5 days suggesting MX/MC >= 6. The spectroscopic evolution of V404 Cyg, the nature of the continuum spectrum, correlated spectroscopic and photometric variations, and comparisons with A0620--00 will also be presented.
