Radio-source scintillation observations from 1966-1973, 1975-1977, 1979, and 1980 are analyzed in order to investigate the characteristics of the interplanetary plasma in an 11-year cycle. It is shown that the solar wind velocity at high solar latitudes changes, on the average, with the solar cycle from 300 km/sec in maximum years to 600 km/s in minimum years. At low solar latitudes the solar wind velocity varies only slightly with time and is equal to 400-450 km/sec. The scintillation index of radio sources irradiating high-latitude regions of the interplanetary medium varies as the level of solar activity. In minimum years the interplanetary plasma extends along the solar equator while in maximum years it is almost spherically symmetric.
