Research problems in rocket-borne atmospheric spectroscopy, including vibrational quenching of OH bands, and derivation of NO concentrations from continuum measurements, are discussed. It is concluded that understanding of many light-producing atmospheric processes is incomplete. Laboratory measurements of the relevant cross sections and lifetimes are needed. Rocket-borne measurements which yield snapshot information about the atmosphere need to be complemented by ground based, long term spectroscopic observations.
