Investigations of the polar upper atmosphere and studies of ionospheric/magnetospheric processes are outlined. The Poleward Leap rocket studies the detailed latitudinal profiles of particles and fields in the ionosphere along a long-range trajectory through the newly expanded high latitude auroral precipitation region. The Middle Atmosphere Program Winter in Northern Europe program studies the structure of the middle atmosphere, its motions and composition during winter at high latitudes. Stratospheric warming is emphasized. The BUGATTI 3/IOMAS project investigates the arctic mesosphere and lower thermosphere during winter, especially during a major stratospheric warming. The MAIMIK project examines electron energy transfer in the ionosphere. Balloon-borne instruments study phenomena associated with auroral particle precipitation.
