The authors present a statistical study of the small-scale stucture of interstellar hydrogen based on observations of the power spectrum of its 21 cm brightness distribution. The galactic plane region l = 52°.5, b = 0°.0 is studied with the Westerbork Synthesis Radio Telescope. Complementary observations were also made, to get information for low spatial frequencies, with the Nançay and Arecibo telescopes. The power spectra were observed over a spatial frequency range of 100 to 6000 wavelengths ((0°.5)-1 to (35arcsec)-1) at Westerbork, and 0 to ≡500 λ at Nançay and Arecibo. The power spectra are apparently independent of position angle in the investigated field and are roughly power laws of the spatial frequencies. The spectral indices are typically ≡-2.0 for single-dish obervations and ≡-3.0 for the Westerbork observation. The spectral indices are found to be independent of H I emission and of velocity, which suggests that the brightness temperature statistics are the same whatever is the hydrogen distance.
