There is growing evidence of massive black holes in the nuclei of galaxies. Also a large number of stellar size black holes are believed to populate our galaxy so we pose the question of how easily a black hole forms. It is well established, from the theory of stationary black holes, that necessary condition for them to form is that the ratio a ≡ c{cal J} / G{cal M}^2 < 1, where {cal M} and {cal J} are the mass and the angular momentum of the matter which evolved to a hole. We analyzed all the astrophysical situations where this condition appears to be violated.
