A mathematical model describing the steady-state pitch-angle ion distributions in the earth's radiation belts is constructed for the region where the dissipation processes in radial particle diffusion with mu and J conservation can be neglected. In this model, which reflects all the characteristic features of the spatial and energy dependences of the pitch-angle ion distributions in the radiation belts, there exists a close relationship between the angular and energy distributions. Analytical expressions are obtained for the anisotropic index, and it is shown that the anisotropic indices for different ion components of the radiation belts are related to the similarity coefficient of their energy spectra.
