Observations of the nearby intrinsically bright quasar 1821 + 643 situated at 86 deg. ecliptic latitude, for 37 days by the X-ray Telescope/Position Sensitive Proportional Counter (XRT/PSPC) during the Rosat all sky survey and with IUE on 7 days almost evenly spaced during Rosat visibility period are reported. Both the X-ray and the UV flux remained constant within the measurement errors during that period. The spectrum obtained by adding all the photons can be well fitted with a model comprising a power law with Gamma approximately -1.80, NH fixed to the galactic value of 4.09 times 10 to the 20th power/sq cm and a soft excess component. From a statistical viewpoint the fits of the soft excess by a black body, by a thermal bremsstrahlung or by a step power law are equally acceptable.
