A phase transition on the curvature in an effective potential of quantum R2-gravity with matter is studied. In the framework of the renormalization group approach the effective potential is calculated up to the terms linear on the curvature. An universal expression for the induced gravitational and cosmological constants is obtained. The effective potential and the induced gravitational and cosmological constants depend on relations between coupling constants of the theory and on gauge parameters. In the case when the matter is represented by a scalar field the coupling constants are fixed by the requirement of the asymptotic freedom. The gauge dependence is absent for a single parametrization and gauge invariant effective action.
