A scenario approach is used to analyze the evolution of binary systems of different mass which leads to the formation of neutron stars. A numerical model of the galactic population of neutron stars is constructed. The birthrate and number of single and binary netruon stars, and of neutron stars with companions (main-sequence stars, supergiants, helium stars, white dwarfs, and black holes) are estimated. Detailed consideration is given to the theoretical distributions of neutron stars in binaries of different types with regard to orbital periods, component mass, orbit eccentricities, and spatial velocities. An analysis is presented of the model's dependence on its main parameters: the efficiency of the orbital energy expenditure on the dispersion of the common envelopes and the initial distribution of binaries over the mass ratio of the components.
