Analysis of cosmic ray fluctuations in the 1980-1990 solar cycle has shown a significant correlation between the amplitude of cosmic ray fluctuations and the solar activity level (in Wolf numbers). It is suggested that this correlation is due to the modulating effect of magnetosonic turbulence, which has a corresponding evolution in the solar cycle, on cosmic rays.
