By regarding the cosmic medium as a dissipative fluid the Landau-Lifshitz theory is applied to the hydrodynamic fluctuations on the background of a flat Friedmann cosmological model. Whereas on small scales with perturbation wavelengths less than the characteristic cosmic length scale the familiar structure of the fluctuation spectrum (the Rayleigh and Brillouin lines) in a relativistic fluid remains approximately valid, on large pertubation scales a qualitatively different type of behaviour is predicted. The ratio of the relevant mean free path to the cosmic length scale and the ratio of the cosmic length scale to the perturbation wavelength enter the expressions for the spatial spectral density of the fluctuations as additional parameters.
