Solar activity prediction procedures used at the Peking Observatory are
briefly reviewed. Methods for short term prediction of solar proton
events and the results for proton events of importance greater than 1
during the period 1974-1977 are given in detail. The characteristic
values of solar cycle 21 are predicted.
