Possible mathematical formulations of the concept that gravitational collapse cannot result in the formation of naked singularities (cosmic censorship) are considered. Apparent formulations of cosmic censorship in terms of solutions to the Einstein equations and the nonformation of naked singularities from nonsingular initial conditions are discussed as being inapplicable as well as false in certain cases, and the consideration of the simpler problem for vacuum space-times is suggested. Statements of cosmic censorship as the maximal development of every nonsingular, vacuum, asymptotically flat initial data being an asymptotically flat space-time and as the closure of the set consisting of the intersection of the past of each enlargeable timelike curve in the maximal development of a noncompact vacuum initial data set with that data set being noncompact are proposed. The concept of cosmic censorship as being due to the physical instability of theoretically possible naked singularities is also discussed.
