Spectrophotometry and photographic photometry of the faint (V approximately 19), large-amplitude variable V4 in the globular cluster NGC 7099 (M30) have been obtained. The spectrum is that of a classical cataclysmic variable (CV), and the strength of the Balmer emission agrees well with that recently determined for a large sample of field CVs. The observations show the system significantly fainter than formerly reported, migitating a previously noted discrepancy between the inferred luminosity of V4 if a cluster member and the (uncertain) luminosity assigned to a field CV. It is suggested that V4 is in fact a member of M30, thus joining M5 V101 as the second spectroscopically confirmed example of a CV (and thus of a close binary system) in a globular cluster. The concentration parameters and predicted encounter rates of clusters with CV candidates significantly exceed the norm, consistent with a number of previous suggestions that formation of these systems is somehow dynamically enhanced.
