It is shown that the UV photoeffect on dust particles may be a heating source for the interstellar gas. Satisfactory two-phase models of the interstellar gas are constructed which are characterized by a low primary-cosmic-ray ionization rate of 10 to the -17th to 10 to the -18th per sec. These models indicate that UV heating reduces the temperature of the intercloud gas and, in some cases, disrupts the two-phase structure of the interstellar medium.
