Based on an analysis of available observational data for the UV absorption doublet at 2800 A in the spectra of hot stars, an empirical relationship is established between the equivalent width of the nonstellar component of the doublet and the effective temperature of the star itself. The ionizing effect of ordinary stellar radiation is shown to be incapable of accounting for the observed high degree of ionization of magnesium in the interstellar medium. It is concluded that early-type hot stars are surrounded by circumstellar clouds. A theory is developed that makes it possible to deduce some of the physical properties of such clouds.
