A central question in defining the nature of the high-redshift progenitor galaxies known as Damped Lyman-alpha Systems (DLAs), involves the temperature of the gas. 21-cm absorption studies show the gas should be primarily Warm Neutral Medium (WNM), while CII* absorption studies have argued DLAs consist of primarily Cold Neutral Medium (CNM) gas. We have used CI fine structure lines to determine temperatures less than 1500K, specifically, 60K < T <100K. This supports the picture in which DLAs are similar to the Milky Way but with lower metallicites, 1/30 the gas to dust ratio and similar Jν, the radiation due to star formation.
