We have analyzed the ionization structure of the narrow line region (NLR) of the Seyfert 1 galaxy NGC 4151, using archival WFPC2 images and photoionization models. The [O III]/[O II] flux ratios obtained from the narrow-band images reveal that, as expected, the NLR gas is most highly ionized within the emission-line bicone. However, there is significant flux from lower ionization gas outside the bicone, which suggests that whatever has collimated the ionizing radiation lacks a sharp edge. Based on the photoionization models, we suggest that the ionizing continuum is attenuated by clumpy gas close to the central source. The covering factor of these optically thick clumps increases with distance from the bicone axis. The conditions in the attenuating gas are similar to those of the X-ray and UV absorbers, which suggests that the collimation occurs in a circumnuclear wind.
