The stellar population of Starburst galaxies, the nature of their interstellar medium (ISM), and the interplay between the two, are the fundamental issues in understanding the nature of Starburst galaxies and how they affect the galaxy evolution. Blue Compact Dwarfs (BCDs), as extreme cases, have particular interests as their metal-poor environments are the closest resemblence to that of the primordial galaxies. We present the mid-IR excitation studies of a large sample of local Starbursts and BCD candidates observed by the Spitzer Space Telescope high resolution modules. We show a full range of infrared emission line properties. [NeV] emission are detected in half a dozen sources in the sample and they are all related with AGN activities. [OIV]25.89 are however ubiquitous in Starbursts and BCDs. The ratio of [OIV]25.89/[SIII]33.4 can successfully separate Starbursts with possible hidden AGN components from the pure Starbursts.
