Ultraluminous Infrared Galaxies are fundamentally relevant to a wide range of astronomical issues. However, the power source for the huge infrared luminosity is uncertain: it could be a ``starburst'' or an active galactic nucleus and we argue that X-ray observations provide the best method of resolving this issue. We have observed a sample of 14 ULIRGs with Chandra. These galaxies were carefully chosen to sample the full range of galaxy properties, rather than the brightest or best known examples. With XMM we will obtain spectra of the 8 galaxies in our Chandra-observed sample which have not been observed by XMM, and then make a comprehensive study of the X-ray properties of the full sample, using both XMM and Chandra observations.
