A new pumping mechanism is proposed for the strong H2O masers associated with star-forming regions. This mechanism is based on the two following phenomena: (1) superthermal excitation of H2 molecules as a result of the relaxation time difference in the post-shock cooling, and (2) the quasi-resonance transfer of superthermal excitation in collision of H2 + H2O. The necessary conditions and efficiency of this pumping mechanism are estimated.
