Measurements with an atmospheric Cerenkov detector are used to demonstrate the setting of a limit to the flux of monopoles on the earth's surface for particles with beta less than 0.0001. The detector is sensitive to values of beta about 2 x 10 to the -5th, where the interaction length in air would be about 60 cm. A slow monopole traversing this volume would typically cause 50 decays. The probability of detecting two of the decays would be 0.0077. Thirty hr of operation of the system resulted in a number of master pulses consistent with random expectations. A limit of 0.0064/sq m/sr/day is found for beta ranging from 10 to the -5th to 5 x 10 to the -5th and assuming that sigma0 equals one. This limit is about 15 times lower than that of Cabrera and considerably higher than values calculated from astrophysical arguments.
