Doppler spectra of electron density irregularities present at F layer heights in the auroral zone are presented. Observations were obtained with the SAFARI (Scandinavian and French Auroral Radar Investigations) HF coherent radar system at frequencies of 14 and 21 MHz from Lycksele, Sweden in November, 1980. Large spatial and temporal variations in phase velocity and velocity spread are observed which indicate that the phase velocity is related to bulk plasma motion. The southward motion component is also found to be in agreement with the westward average electric field component. Results are consistent with production of irregularities by low-energy precipitations or plasma instabilities such as the E x B or current convective instabilities. It is noted that coordinated ground-based and satellite measurements are needed to determine conclusively the mechanisms responsible for the irregularities.
