The 1579-star GCPA (1983) and the data-reduction and correction procedures used in its compilation are discussed. The right-ascension and declination system of the GCPA is derived from four preliminary photoelectric-astrolabe catalogs (from the Shanghai, Yunnan, Beijing, and Shaanxi Observatories), and the data from four Danjon-astrolabe catalogs are reduced to that system, which is based on the FK4 stars. The declination and ascension corrections applied are explained and illustrated, and the systematic errors of the GCPA are compared to those of other catalogs in graphs. The overall accuracy is found to be + or - 3.3 msec in ascension and + or - 0.058 arcsec in declination.
