Measurements of OH absorption at the 18 cm wavelength in the W51 complex of thermal sources are discussed. Analysis of the spatial distribution of the absorbing matter shows that the matter is concentrated in clouds of two types. Clouds of the first type are not physically associated with the thermal sources; they are characterized by large linear dimensions and a low density, typical of the interstellar medium. Clouds of the second type are similar in size and density to Heiles dust clouds. These compact clouds contain thermal radio sources which increase the excitation temperature of 18 cm OH transition. The radial velocities of the three clouds of second type detected in W51 have radial velocities of 51, 56, and 69 km/sec.
