Combining ISO and Spitzer observations, we determine the mean spectral energy distribution of the near to mid-IR diffuse interstellar medium towards the inner Galaxy, as well as its variations within the Solar neighborhood. We model the SED taking into account the PAHs ionization state. For the mean SED, we find that the PAH ionization state is 50% for a mean size of 60 carbon atoms. SED variations cannot be explained by PAHs ionization state variations. They imply changes in the PAHs mean size (from 35 to 72 carbon atoms). A continuum, whose origin remains unknown, dominates the emission for λ < 5 μm. A photon conversion efficiency of 100% (9% in energy) for PAH fluorescence or very small grains photoluminescence is required to account for the continuum.
