An exact cosmological solution of the Einstein equations in which the time-constant sections are of Bianchi type II is constructed for an expanding universe characterized by time-dependent rotation. In this universe, the galactic fluid has not attained thermal equilibrium and so heat exchange is present between parts of the fluid. It is noted that, under certain conditions, rotation and heat flux will decrease and eventually vanish as the universe expands, and that heat flux will appear inhomogeneous to the comoving observer in the rotating universe.
