Various hypotheses for explaining the origin and acceleration of Galactic cosmic rays are analyzed. Fermi's theory (1949) that the Galactic field is coupled to macroscopic plasma structures whose random motion would stochastically accelerate charge particles is examined, and the limitations of the theory for explaining the origin of the Galactic cosmic rays are discussed. The possible acceleration of cosmic rays related to supernovae or pulsars is considered. The use of the diffusive shock acceleration at supernova remnant shock waves, which is based on the Fermi theory, to describe the acceleration of Galactic cosmic rays is investigated.
