An analysis of eight interferograms in H-alpha light which yields 1171 velocity points and a resolution better than 10 km/sec is used to determine the complete velocity field of the ionized gas in NGC 1313. The rotation center of the galaxy is shown by the velocity field to be outside the bar, at about 1.5 kpc from the nucleus, assuming a 4.5 Mpc distance for the galaxy. The mass/luminosity ratio is found to increase from 3.5 near the center to 10 at 4 arcmin of the center. The position angle of the major dynamical axis is found to be near 170 deg, and new photometric data for the bar suggests a position angle of 4 deg plus or minus 10 deg for the major axis of the disk. Photometry is also used to build a dynamical model in which the gravitational potential is an axisymmetric disk potential perturbated by an excentered bar potential. The model allows the determination of the general design of the observed velocity field in the central part of the galaxy.
