The data from Vitinskij's (1971) catalog of strong fluctuations of sunspot activity in 11-year cycles Nos 12-19 have been analyzed. The paper has ascertained a close correlation of strong positive fluctuations with an occurrence of large sunspot groups with an average area of greater than or equal to 500 MSH. It has demonstrated that in strong fluctuations the positive changes of indices (relative numbers and total areas of spots) are most frequently linked with the importance index increase. Strong negative fluctuations are most probably gaps between the neighboring strong positive fluctuations. Positive and negative fluctuations are interpreted from the viewpoint of the characteristic distribution of large-scale solar magnetic fields.
