The paper indicates difficulties in estimating interferometric phase fluctuations conditioned by atmospheric turbulence, especially in the case of low signal/noise ratio and long integration times. The effect of turbulence frozen about the power spectrum of these fluctuations is considered, and experimental structure functions are compared to those obtained using Kolmogoroff laws.
