The design and development of gas scintillation proportional counters (6SPCs) for investigating the emission and absorption features of cosmic sources between 1 and 10 keV are discussed. The gas scintillation process is described, together with the characteristics of a first-generation GSPC. Attention is given to the optimization of the energy resolution, time resolution and transit time. Flight programs involving GSPCs, including applications in the Aries sounding rocket, Exosat, and Spacelab, are discussed.
