The electrostatic instability of a simple example of a relativistic nonneutral shear flow along a strong magnetic field is analyzed. The equation that governs the electrostatic potential of charge-density perturbations in the nonneutral flow is derived in the case where the perturbation wavelength along the magnetic field is small in comparison with the magnitude of the gradients of the equilibrium flow parallel to the field. A necessary condition for instability is obtained, along with a local dispersion relation that illustrates the sufficient conditions. The physical mechanism of the instability is discussed, and possible applications to pulsars are considered.
