The global features of hadronic interactions at very high energy (10 to the 12th to 10 to the 15th eV) are investigated from observations of cosmic-ray spectra, specifically, the electro-magnetic and hadronic components. Data are compared with calculations, considering the scaling breakdown, rising cross-section and the bending primary hypothesis. From an analysis of cosmic-ray propagation in the atmosphere, it is concluded that the energy spectra of high energy cosmic-rays are most indicative of the scaling violation in the fragmentation region with the ratio of the fractional energy of the produced meson to the rising cross-section, times the rate of change of the cross-section with fractional meson energy proportional to the total energy measured, to the power of 2 (alpha) times exp(-B times the total energy measured to the alpha, times the fractional meson energy), alpha is equal to 0.20 + or - 0.05 and the slowly rising cross-section equal to the original cross-section times the total energy measured to the delta, where delta is equal to 0.030 + or - 0.015, provided that the primary spectrum is not dominated by anomalous bending at around 30 TeV.
