We report the discovery of two optical transients in unfiltered CCD images taken with the 0.45-m ROTSE-IIIb telescope at McDonald Observatory, Texas. We propose the first transient to be an apparent supernova. The transient, located at RA: 16:21:48.53 Dec: +37:03:41.0 (J2000, uncertainty <1 "), is 0.0" west and 2.1" north from center of its apparent host SDSS J162148.53+370338.9 at z=0.030. It was discovered at ~17.1 mag on Aug 4.17 UT by subtracting a reference built from images taken in August 2007.
