The probability distribution of the duration of episodes (``wind runs'') during which the horizontal wind speed in the planetary surface boundary layer remains above or below a given threshold value is of interest in the fields of renewable energy generation and pollutant dispersal. There still appear to be no analytic or conceptual models to explain the remarkable constancy of the power law form of the wind run distribution measured at a variety of sites on the earth's surface for run lengths ranging from a few minutes to a day or more. .
