The problem of incorporating meteoroid deceleration into Fresnel characteristics used for meteoroid velocity determination is considered. The theory used previously could determine the velocity v(0) of bodies in the vicinity of the specular point. Since v(0) differs from v(infinity), the theory of Fresnel characteristics was developed and used to determine v(infinity) directly from the measured amplitudes. The v(infinity) is needed for the correct evaluation of elements of the heliocentric orbit.
