A new physical parameter Q = log(We/P˙2/3) is
defined as a criterion for judging whether a radio pulsar is a normal
pulsar or a recycled pulsar originating from accreting binary systems.
Based on the definition, the observational characteristics and the
evolution of the two groups of pulsars are discussed.
