The evolution of entropy perturbations on the scale of clusters of galaxies in the hot phase of the early universe is discussed. It is shown that entropy perturbations could have played a leading role in forming the large-scale structure of the universe but could not have produced small-scale variations in the microwave background that would exceed the most rigorous upper limits observed. It is concluded that entropy perturbations may apparentlly be regarded as the preferred form of the initial structure of the universe if a standard hot isotropic cosmological model without secondary heating is adopted along with the most rigorous upper limits reported for small-scale variations of the microwave background.
