The formation and general properties of planetary nebulae are briefly reviewed, and recent major developments in the study of planetary nebulae are discussed. These developments include UV observations from rockets and spacecraft, IR measurements demonstrating the association of dust with the nebulae, high-resolution radio maps, the detection of molecular clouds in young planetaries, observations of older objects, and the discovery of planetary nebulae in several nearby galaxies. The proceedings of a symposium on planetary nebulae are summarized, particularly those dealing with the distance scale for planetaries, the total number in the Galaxy, improved optical observations, UV and IR observations, radio-synthesis maps of various planetaries, and the different forms of nebular shells. Attention is also given to symposium reports on physical processes in the envelopes and central stars, the chemical evolution of the ejected stellar envelopes, the origin and progenitors of planetaries, and future research. It is noted that luminous carbon-rich red giants, which are typically semiregular variables, seem to be the best candidates for forming protoplanetary nebulae.
