A critical review of Mach's principle leads to the assertion that the inertial energy term of the energy-momentum tensor determines the cosmic three-geometry. This determination may be formulated through use of a scalar equation which yields Whitrow's relation or a scalar equation which includes the cosmological constant. These scalar equations permit introduction of the Pryce-Hoyle tensor into two cosmological models which are neither big-bang nor oscillatory, and which have rather low-red-shifts. In addition, a third model with zero cosmological constant and high redshift is developed on the assumption of time-varying speed of light and time-varying Newtonian gravitational acceleration. Numerical results are presented for this third model.
