Wave excitation by energetic ion populations is an essential ingredient in shock acceleration theory. In addition to the well-known drift and anisotropy instabilities, it is possible for obliquely propagating waves to be excited by isotropic populations of energetic ions, of the type expected in cosmic ray shock precursors. Analytical expressions are obtained for the growth rate of Alfvenic waves on the electromagnetic fast magnetoacoustic cyclotron harmonic branch, and for the rate at which such waves are damped. These expressions indicate that appreciable wave growth is likely to occur under conditions thought to be typical of the regions upstream of interstellar shocks accelerating cosmic rays.
