The use of ultraviolet observations to study dust in the interstellar medium is discussed; the abundance of helium in the universe is also investigated. In particular, problems associated with determining the absorption and scattering cross-sections of the dust particles are reviewed. Determinations of helium abundances through He radio recombination lines from the H II regions is also mentioned. Observations consistent with a He abundance of 10 percent and a low degree of ionization are cited.
