The entropy of a self-gravitating radiation system (SGRS) confined to a spherical box is calculated by using the equation of state of radiation near the black-hole horizon, which was derived by Li and Liu. Compared with the result given by Sorkin, Wald, and Zhang, there is no divergence problem with the result of this paper. Furthermore, the upper bound on the entropy of SGRS's is exactly equal to the corresponding black-hole entropy. In this way, an explanation for the origin of black-hole entropy is provided.
