This paper examines observational evidence bearing on the question of turbulence in the lower E-region. New observational material, mainly high-resolution photographs of artificial vapor trails, is presented. A theoretical discussion of this material shows that the irregular structure of sodium trails, hitherto regarded as strong evidence in favor of the turbulence hypothesis, is in fact inconsistent with this hypothesis. An alternative explanation of the observations, based on the assumption that the ambient atmosphere is nonturbulent, is offered. Finally, other arguments in favor of the turbulence hypothesis are briefly examined and rejected. The main conclusions of the paper are (a) that no observable effects of turbulence have yet been found in the height range 80-140 km, and (b) that phenomena previously attributed to turbulence can better be explained in other ways.
